I think that it would be a brilliant idea to set up consulates in other nations. we could ask them to allow us to set up a consulate in their nations, and we can spy on what they are doing with ease. we could appoint people to work in different consulates everywhere, and create a large database on what we know about each nation. we could set up an intellegence agency. this way we can also make foreign connections easier, and get more people from other nations to join ours
